About The Programme

Public Sector Undertakings (PSUs) have long been a cornerstone of India’s economic and social development. In today’s competitive environment, their performance is not assessed solely on commercial success but also on efficiency benchmarks often compared with the private sector.

Since PSUs operate with public funds, robust systems of governance and accountability are essential. This makes it imperative to regulate employee conduct and ensure integrity at every level.

Transparency International emphasizes that “SDG 16 is the key to the 2030 Agenda”, as it embodies commitments to combat corruption, enhance transparency, curb illicit financial flows, and improve public access to information. Corruption is a cross-cutting threat—it undermines progress across all other Sustainable Development Goals.

While the term “Vigilance” often carries negative connotations—both for honest and dishonest employees—it is, in reality, a strategic tool for strengthening trust, efficiency, and collaborative governance. This programme reframes Vigilance as a positive force: a proactive mindset that safeguards organizational reputation and drives sustainable growth.

Programme Director: Prof Harsh Sachdev
Prof. Sachdev is the Professor of Practice (Marketing Area) at FORE School of Management, New Delhi, India.
He holds a ‘Bachelor of Technology’ Degree with Honours in Civil Engineering from GB Pant University of Agriculture & Technology, Pantnagar (Nainital) and also a PhD in Management from University of Petroleum and Energy Studies, Dehradun.
He has 41 years of Industry Experience, including 37 years hands-on ‘operations and marketing’ experience of working with Indian Oil Corporation (IOCL), a Fortune 500 company.
During his corporate journey, he & his teams made many accomplishments including ‘Winning an award for visit to US’; for the 2nd Highest Lubricant sales in Western Region in 1999- 2000. Simultaneously, he has also remained associated with academics, as he has been a guest speaker at premier Institutes like IIM Trichy, RGIPT Amethi, IMI New Delhi and many others on different occasions. He has also been an Industry Representative for Curriculum Restructuring Initiative at IIM Ranchi in 2020.
He was also a Member of IOCL Interview Committees for campus selections (2016-18) at institutes such as IIM Ahmedabad, IIM-Calcutta, XLRI Jamshedpur, IIT-Delhi, FMS New Delhi, MDI Gurugram, Delhi School of Economics, Delhi, IMT Ghaziabad etc.
Post his superannuation as Executive Director, Indian Oil Corporation in November 2020, he has had the opportunity of working as VP/Chair (Executive Education) in a leading academic Institution in the NCR area. He was also an Independent Director in a listed company from Aug 2022 to Jan 2024.
Most recently, he has also been on the Advisory Board of a few Start-ups.
